Recertification Specialist

SCHEDULE: 40 hours, Monday – Friday, 8:30am – 5:00 pm (or equivalent)

LOCATION: 82 Green Street, Jamaica Plain, MA

JOB DESCRIPTION:

SUMMARY OF POSITION: The Recertification Specialist is responsible for supporting the compliance responsibilities for Pine Street Inn – Housing Department; completing annual, interim and transfer certifications for various housing programs including the HOME program, the Low Income Housing Tax Credit Program, the HUD Section 202 and 811 subsidy programs. The incumbent is responsible for processing lease renewals for non-subsidized units as assigned by the Senior Housing Compliance Manager.

REQUIRED:

  • High school diploma or GED
  • Valid MA Driver’s License in good standing PREFERRED:
  • Certified Occupancy Specialist Certificate and/or Low Income Housing Tax Credit designation
  • Experience with the HUD 4350.3 Multi-Family Housing Handbook

KNOWLEDGE/EXPERIENCE: REQUIRED:

  • Minimum of one (1) year hands on experience performing tenant certifications
  • Previous experience in tenant management of affordable housing and office administrative responsibilities ? Working knowledge of state and federal subsidy programs
  • Experience using affordable housing property management software comparable to Boston Post Property Manager or Yardi
  • Experience with HUDTRACS and EIV programs

PREFERRED:

  • Two years hands on tenant certification experience
  • Two years working knowledge and recertification experience with HUD project based subsidies including the Section 202 and 811 subsidy programs, working knowledge and experience with Project Based Subsidy Voucher programs including the Project Based Section 8, Project Based Moderate Rehabilitation Program and the Massachusetts Rental Voucher Program

  • Ability to sit for long periods of time at a computer
  • Access to personal vehicle to Pine Street Inn – Housing Department and other Pine Street Inn properties
  • Ability to lift 20 lbs.

MENTAL ABILITIES/SKILLS:

REQUIRED:

  • Facility with Microsoft Office software programs including MS Word and Excel
  • Ability to accurately perform tenant rent and subsidy share calculations
  • Ability to prepare leases and lease Addendums
  • Ability to perform multiple tasks and manage multiple projects at the same time
  • Ability to work with frequent interruptions
  • Communication skills to work effectively with housing authority staff, department colleagues and other departments
  • Ability to work with a diverse tenant and staff population
  • Strong prioritization skills ? Ability to meet deadlines ? Ability to enter and manage detailed records
  • Strong organizational skills
  • Ability to handle sensitive tenant and agency information in a confidential manner

ESSENTIAL FUNCTIONS INCLUDE BUT ARE NOT LIMITED TO:

  • Responsible for the timely and accurate completion of annual recertification’s. The Recertification Specialist maintains a recertification schedule and all recerts are completed within the time frame mandated by the respective subsidy or housing program. The Recertification Specialist is responsible for hand delivering tenants’ initial recertification notices and the recertification document package including a recert questionnaire, income and asset verification forms for tenants to sign and return for processing. The Recertification Specialist is responsible for obtaining income and asset verifications from the tenant or third party sources. After entering recertification’s in the Property Manager software, the Recertification Specialist will prepare the documents for tenant and management signatures including TICS, lease addendums and House Rules. If necessary, the Recertification Specialist will travel to various Pine Street Inn housing site locations, to obtain the tenant signatures by appointment.
  • Responsible for processing transactions within property management software and for assisting with general office support for the Housing department and the Director of Pine Street Inn - Housing. The Recertification Specialist will perform periodic internal tenant file audits in conjunction with the Senior Housing Compliance Manager and the Finance Department. The incumbent will also be responsible for assisting with compliance reports and preparation for compliance monitoring visits by agencies and lenders.
  • The Recertification Specialist may also be required to assist the Occupancy Specialist or other Housing Department staff as necessary including the rent up of new properties.
  • Cross training functions: In the absence of the Property Accountant, provide assistance with posting rent payments and making bank deposits, picking up payroll and other duties as assigned by the Senior Housing Compliance Manager. In the absence of the Occupancy Specialist process applications for housing, perform applicant interviews and perform tenant move-ins and other duties as assigned by the Senior Housing Compliance Manager.
  • Inform Senior Housing Compliance Manager of unusual or extraordinary circumstances that impact the financial integrity of tenants or Pine Street Inn.
  • Attend all mandatory trainings and other trainings that will enhance ability to assist tenants in maintaining and enhancing their quality of life.
  • Uphold the rights of all tenants. Be continually aware of these rights and act in accordance with these rights. Interact with tenants in ways which establish a climate of respect for human dignity.
  • Work cooperatively with representatives of all PSI departments, including but not limited to Development and External Affairs, Finance, and Human Resources.
  • Represent Pine Street Inn – Housing Department in a professional manner in all contacts with neighbors and representatives of other agencies.
  • Perform other additional assignments or projects as requested/directed by supervisor.
