Senior Housing Compliance Manager

SCHEDULE: 40 hours, Monday – Friday, 8:30am – 5:00pm (or equivalent)

JOB DESCRIPTION:

SUMMARY OF POSITION:

The Senior Housing Compliance Manager for Pine Street Inn, Inc. provides oversight of Subsidy Compliance ensuring accurate and timely completion of annual, interim and all other certifications. Responsibilities include implementation and ongoing preservation of corporate standards for quality assurance, internal controls, reporting, and audit preparation. Protects Owner’s interests by ensuring compliance with federal/state agencies and programs, including but not limited to; Spectrum, Fine point, and local housing authorities, Low Income Housing Tax Credit (LIHTC), DHCD, HUD/EIV/Section 8.

QUALIFICATIONS:

Education and Experience: Bachelor’s degree or equivalent is recommended. Certified Occupancy Specialist or similar designation required. At least 5 years of related experience required including but not limited to affordable housing compliance and employee management.

Qualifications and Skills: Basic math proficiency is required. Strong working knowledge of subsidy programs and regulations. Ability to lead and motivate a team. Proficient in Microsoft Office and Excel; highly motivated and able to work independently; ability to handle emergency situations and pressure due to complexity and time-sensitivity; excellent organizational and proofreading skills; attention to detail; strong interpersonal skills; high energy; ability to be an active team member within Pine Street.

REQUIREMENTS:

REQUIRED:

  • Bachelor’s Degree
  • Valid MA Driver’s License in good standing
  • Certified Occupancy Specialist (COS)
  • Low Income Housing Tax Credit designation

PREFERRED:

  • Strong experience with the HUD 4350.3 Multi-Family Housing Handbook

KNOWLEDGE/EXPERIENCE:

REQUIRED:

  • Minimum of five (5) year hands on experience performing resident certifications
  • Previous experience in resident management of affordable housing and supervisory experience
  • Strong working knowledge of state and federal subsidy programs
  • Experience using affordable housing property management software - RealPage OneSite preferred
  • Experience with HUD TRACS and EIV programs

PREFERRED:

  • Five (5) years hands on resident certification experience
  • Five (5) years strong working knowledge, reporting and recertification experience with IRS - LIHTC, HUD project based subsidies including the Section 202 subsidy programs, strong working knowledge and experience with Project Based Subsidy Voucher programs including the Project Based Section 8, Project Based Moderate Rehabilitation Program and the Massachusetts Rental Voucher Program.

  • Access to personal vehicle to Pine Street Inn – Housing Department and other Pine Street Inn properties
  • Ability to lift 20 lbs.

  • Facility with Microsoft Office software programs including MS Word and Excel
  • Ability to accurately perform resident rent and subsidy share calculations
  • Ability to prepare leases and lease Addendums
  • Ability to perform multiple tasks and manage multiple projects at the same time
  • Ability to work with frequent interruptions
  • Communication skills to work effectively with housing authority staff, department colleagues and other departments
  • Ability to work with a diverse resident and staff population

ESSENTIAL FUNCTIONS INCLUDE BUT ARE NOT LIMITED TO:

  • Directly oversees Subsidy Compliance and sets standards for work performance
  • Oversees the approval of all move in and recertification files
  • Responsible for requesting annual contract rent request
  • Fosters a positive, active and collaborative relationship with residents, communities and associated agencies.
  • Enforces and adheres to company policies, rules and regulations.
  • Assist in the development, implementation and maintenance of Central Compliance processes, procedures and documentation.
  • Conduct internal training and testing (individual and group)
  • Conducts internal audits and file reviews, including all move-in and annual recertification file review/approval for internal (PSI-owned/managed) and external (contract managed) properties.
  • Monitor regulatory agreements to ensure compliance
  • Develops, oversees and updates internal reporting controls, including monthly compliance matrices, tracking occupancy rules to ensure ongoing program compliance.
  • Assists with audit coordination, oversight and response
  • Attends compliance-related continuing education seminars
  • Special projects, as assigned
  • Directly oversees Recertification department and set standards for work performance
  • Responsible for hiring, termination and performance appraisals for compliance department
  • Ensures all EIV reporting is being completed correctly and maintains EIV binder
  • Ensures all files are ready for inspections and audits
  • Reports and meets with Director of Housing and Property Management weekly on how department is preforming
  • Special projects as assigned by Director of Housing Operations and Property Management
  • Works patiently, professionally and cooperatively with residents and staff to provide high quality customer service.
  • Preserves and respects resident and applicant confidentiality
  • Responsible for processing transactions within property management software and for assisting with general office support for the Property Management department and the Director of Housing Operations and Property Management. The Senior Housing Compliance Manager will perform periodic internal resident file audits in conjunction with the Director of Housing Operations and Property Management and the Finance Department. The incumbent will also be responsible for assisting with compliance reports and preparation for compliance monitoring visits by agencies and lenders.
  • The Senior Housing Compliance Manager may also be required to assist the Occupancy Specialist or other Property Management Department staff as necessary including the rent up of new properties.
  • Cross training functions: In the absence of the Property Accountant, provide assistance with posting rent payments and making bank deposits, picking up payroll and other duties as assigned by the Director of Housing Operations and Property Management. In the absence of the Occupancy Specialist, process applications for housing, perform applicant interviews and perform resident move-ins and other duties as assigned by the Director of Housing Operations and Property Management.
  • Inform Director of Housing Operations and Property Management of unusual or extraordinary circumstances that impact the financial integrity of residents of Pine Street Inn.
  • Attend all mandatory trainings and other trainings that will enhance ability to assist residents in maintaining and enhancing their quality of life.
  • Uphold the rights of all residents. Be continually aware of these rights and act in accordance with these rights. Interact with residents in ways which establish a climate of respect for human dignity.
  • Work cooperatively with representatives of all PSI departments, including but not limited to Development and External Affairs, Finance, and Human Resources.
  • Represent Pine Street Inn – Housing Department in a professional manner in all contacts with neighbors and representatives of other agencies.
  • Perform other additional assignments or projects as requested/directed by Director.
