Program Supervisor, Behavioral Health Outreach Team

SCHEDULE: 40 hours, Monday - Friday, 8:00am – 4:30pm, may include nights, mornings, and weekends as needed

Pays $29.55 per hour DOE

This position carries a retention bonus of $5000.00, payable in equal instalments of $1000 at 1 month, $1000 at 6 months, and $3000 at 12 months.

This bonus is only available to new, external hires to Pine Street Inn, including temporary staff who are thereafter converted to permanent employment status. This bonus is not available to Pine Street Inn staff or paid interns or paid co-op students who are seeking a transfer to this role. This bonus is only payable for work actually performed in this role. Employees who leave their position before they have worked all the time required for each bonus installment will not be eligible to collect further payment for their prior position, even if they stay at Pine Street Inn in another position.

JOB DESCRIPTION:

SUMMARY OF POSITION:

The Behavioral Health Outreach Team consists of clinical and outreach specialist staff working with unsheltered homeless persons in the City of Boston. The program’s primary goal is to move individuals from homelessness into permanent supporting housing. The program components are typically Clinical Intervention, Case Management, and Housing Placement. The Program Supervisor will work alongside the Clinical Supervisor.

The Program Supervisor of the daytime Behavioral Health Outreach Team (BHOT) provides direct supervision to several Clinicians and Outreach Specialists, and, with other program leadership, is responsible for the operations and outcomes of the program. The Program Supervisor will have a housing focus and will work with staff to ensure that guests have individual housing plans that will rapidly lead to safe, affordable housing with the supports necessary to sustain housing.

The Program Supervisor will work within a best practice framework of Stages of Change Theory, Harm Reduction, Motivational Interviewing and Trauma-informed Care and will mitigate barriers to treatment and housing.

This key position will interface with the BHOT Clinical Supervisor, Veterans Outreach Team, Outreach Housing Placement teams, Outreach Van, Shelter Operations, the City of Boston’s Mayor’s Office of Housing, MA Department of Mental Health, MA Department of Public Health Bureau of Substance Abuse Services, Boston Housing Authority, Boston Health Care for the Homeless, and the DMH Match Team at the Pine Street Inn to achieve optimal collaboration. The Program Supervisor will identify when team meetings or case conferences are needed related to complex housing needs, assisting with facilitation if needed.

DESCRIPTION:

EDUCATION/TRAINING

REQUIRED:

  • BSW, BA or BS in a human services related field and three years of experience in a social service setting OR High School Diploma with a minimum of six (6) years of equivalent experience in a social service setting
  • A valid Massachusetts Driver’s License in good standing with at least three (3) years driving experience

PREFERRED:

  • A Master’s Degree in a human services related field

KNOWLEDGE/EXPERIENCE:

REQUIRED:

  • Minimum of three (3) years direct care experience delivering services to a challenged population often struggling with addiction and untreated or under-treated mental health concerns
  • Knowledge, understanding and practical experience of Motivational Interviewing, Trauma-Informed Care, Harm Reduction, and Stage of Care work
  • Experience building and working in mulit-disciplinary teams.
  • Knowledge of crisis intervention and stabilization
  • Awareness of, and commitment to, self-care strategies, practices and support
  • Strong computer skills including familiarity with management information systems or database programs

PREFERRED:

  • Experience working with chronically homeless, medically vulnerable individuals, with tri-morbidities (mental illness, substance abuse, medically compromised) through experience working with the homeless in shelter or streets
  • Experience supervising, coaching, mentoring, empowering and otherwise supporting direct-care staff
  • Familiarity or ability to facilitate meetings with community partners
  • Ability to facilitate case conferences
  • Knowledge and professional alignment with Housing First philosophy
  • Familiarity with HMIS, ETO, or Clarity
  • Bilingual in Spanish and English preferred

PHYSICAL ABILITIES/SKILLS:

REQUIRED:

  • Ability to respond quickly to crisis
  • Ability to access public transportation
  • Ability to access different building locations and program sites.
  • Ability to operate a 15-passenger van
  • Ability to sit for long periods of time and use computer, calculator, fax, copier and other office equipment
  • Ability to walk around the City of Boston on foot to different locations across the city, and climb several flights of stairs in some locations.

ESSENTIAL FUNCTIONS INCLUDE BUT ARE NOT LIMITED TO:

Operations:

  • Work as a leader and strong contributor to an interagency coordinated team
  • Supervision of case-management staff
  • Hire, onboard/ train and evaluate program staff in accordance with program competencies and agency goals, objectives and mission.
  • Meet or exceed established program goals
  • Facilitate multi agency partnership meetings as requested by Associate Director
  • Provide crisis intervention and support staff
  • Arrange appropriate external referrals and placements
  • Attend appropriate internal and external meetings
  • Document inappropriate referrals and other incidents
  • Serve on committees
  • Serve as a source of support and consultation to peers
  • Support organizational and departmental efforts pertaining to diversity, equity, and inclusion.
  • Performs other related duties as requested/directed by supervisor

Supervision:

  • Hire and on-board direct reports and provide biweekly supervision to direct reports. The Program Supervisor directly supervises Outreach Specialist positions; clinical support will be provided by the Clinical Supervisor
  • Maintain all approved Pine Street Inn regulatory, personnel, facilities, program, operations, financial policies, protocols and procedures
  • Working with Pine Street Inn’s Human Resources Department, hire employees through the appropriate Inn policies and procedures
  • Implement and evaluate annual performance including specific objectives connected to the agency’s overall strategic and annual plans
  • Process payroll and scheduling, maintaining records for both
  • Participate with other PSI supervisors and staff to ensure that information is shared, progress against goals is articulated, and ongoing activities and efforts are consistent and coordinated
  • Provide frequent opportunities for staff to share their ideas and input
  • Meet for weekly supervision with Associate Director

Compliance:

  • Ensure that staff are properly trained and implementing HMIS data collection procedures. Ensure accuracy and completeness of the data collected and entered. Submit reports and respond to special information requests promptly and as needed
  • Ensure that all services are provided in accordance with our funders rules and regulations
  • Other duties as assigned in order to meet the needs of the organization during the COVID-19 pandemic or other public health or weather emergency
