Housing Quality and Safety Manager

SCHEDULE: Monday – Friday, 8:00 AM to 4:30 PM

LOCATION: 82 Green Street, Jamaica Plain. This is a mobile position with extensive travel between housing sites in Metro Boston

JOB DESCRIPTION:

SUMMARY OF THE POSITION:

The Housing Quality and Safety Manager is responsible for assuring that all Pine Street Inn Housing residences are maintained in compliance with federal, state and local habitability standards. The HQS Manager represents Pine Street Inn to area landlords and to municipal authorities responsible for evaluating the physical conditions of Pine Street Inn properties such as Boards of Health, Fire Departments, and Housing Authorities. The HQS Manager plays a key role in reducing vacancy loss by facilitating the turnover of units in a timely fashion. The HQS Manager advances the mission of the Supported Housing Department by providing expertise on utilizing legal and maintenance interventions when tenant behaviors damage habitability. The HQS Manager models the high level of customer service Pine Street Inn provides residents.

QUALIFICATIONS:

EDUCATION/TRAINING:

REQUIRED:

  • Possess or obtain within one year of employment Housing Quality Standards Inspector certification or comparable credential
  • Valid Mass Driver’s License and good driving record. Have access to personal vehicle or meet standards to be authorized to drive Pine Street Inn vehicle.
  • High School diploma or equivalent
  • Proficiency with Microsoft Word and Windows OS based handheld technology
  • Have or obtain within six months of employment certification in Motivational Interviewing.

DESIRED:

  • Experience using with OneSite or similar Property Management software

KNOWLEDGE/EXPERIENCE:

REQUIRED:

  • Maintenance OR Residential Coordinator experience in a Permanent Supported Housing Program
  • Training in Massachusetts Landlord/Tenant law.
  • Fluency in spoken and written English

DESIRED:

  • Two (2) years Property Management experience in supported housing
  • Bilingual

PHYSICAL ABILITIES/SKILLS:

REQUIRED:

  • Ability to sit for long periods, to drive a vehicle for travel and delivery of supplies. Ability and willingness to use public transportation and travel on foot as best suits the task
  • Ability to walk at least one mile in all weather
  • Ability to climb many stairs and lift 50 pounds

  • Ability to exercise judgment to escalate issues impacting the health, safety, or welfare of residents, neighbors or staff
  • Able to work independently, escalate questions and competing priorities in a time-sensitive manner, and function as a member of a team

ESSENTIAL FUNCTIONS INCLUDE BUT ARE NOT LIMITED TO:

  • Interpret and apply Massachusetts State Sanitary Code and HUD Housing Quality Standards
  • Exercise authority to approve repairs completed in residential housing managed or leased by Pine Street Inn. Responsible for Quality Control over work completed by both Pine Street Inn maintenance teams and external maintenance providers.
  • Conduct Housing Quality Standards Inspection including Initial, Annual, Complaint and Quality Control inspections.
  • Document inspections in system through detailed notes and upload photos to file management system in an organized and timely manner.
  • Perform follow-up inspections to determine completion of repairs indicated on previous inspection and make recommendations to supervisor for appropriate follow-up action when necessary
  • Communicate inspection results to Senior Compliance Manager, Occupancy Team and Director
  • Reports HQS violations to Pine Street Inn Facilities and to landlords
  • Serve as point of contact for and primary negotiator with municipal inspection teams from Boards of Health and Housing Authorities.
  • Evaluate behavioral causes for inspection failures presented by residents and advise PSI services and PSI property management teams on appropriate long term and short term interventions.
  • Act as witness in informal hearings and in Housing Court regarding resident behavior and related PSI interventions.
  • Negotiate the reasonableness of proposed rents for units by evaluating the condition of the dwelling and comparing the fair market value of the area to the proposed rent.
  • Recommend unit acquisitions for Master Leases portfolio
  • Manage utility accounts in residential properties
  • Order all furniture and furnishings for residential units. Maintain and track appropriate inventory of furnishings to be certain that vacant units are stocked immediately for move-in.
  • Evaluate newly vacant units and submit work orders for repair and monitor repair process; provide final determination of unit readiness. Make every effort to turn units over within two weeks.
  • Transport supplies and documents to and from all Pine Street Inn Housing sites
  • Manage personal use of apartment keys safely and responsibly
